Congress has Failed the States

On September 17, 2025 in the Budget Committee Chambers of the US House of Representatives, House Budget Chairman, Jodey Arrington, W. Bruce Lee, National Federalism Commission Executive Director, and David Walker, immediate former U.S. Comptroller General and FFSF chair, address the historic analysis of House Judiciary records by the National Federalism Commission.

An intensive eight month analysis shows that the states have met the 34 state application threshold for a fiscal responsibility amending convention. This threshold was first achieved in 1979 and continued for the next 25 years! The application threshold was achieved again in 2016-2017 (only eight years ago), but Congress has failed for decades to fulfill its non-discretionary constitutional obligation to call the greatly needed convention for proposing a fiscal responsibility amendment.
