The Congressional obligation to call a convention on the issue of fiscal responsibility was first triggered in 1979 with 39 states having submitted then-valid applications. The fiscal responsibility application count peaked and remained at 40 over the years 1983 through 1991, remaining at 34 or more states until 2004. The count once again reached 34 or more states from February 29, 2016 through November 10, 2017, peaking at 36 states as of March 13, 2017. (Click here to see the 1979/1983 state map.)
