Mission Statement
The Federal Fiscal Sustainability Foundation (FFSF) supports a variety of statutory and constitutional approaches to limit federal spending and debt. Uniquely, FFSF is leading the effort to support litigation by the states to enforce their equal power under Article V of the U.S. Constitution to propose a fiscal responsibility amendment.
As of 1979, greater than the required two-thirds of the states had submitted applications obligating Congress to call a convention for proposing an amendment limited by the states to the subject of federal fiscal responsibility. Since 1979, Congress has breached this unambiguous and non-discretionary “shall call” obligation under Article V. Without litigation by the states, Congress will have effectively voided state power under Article V to propose amendments pertaining to fiscal responsibility or any other subject. In addition, absent this litigation, Congress is likely to continue to pursue a course that will result in a major fiscal crisis with serious adverse economic consequences both domestically and worldwide.
